The F in EFL stands for foreign, whereas the S in ESL stands for second. People who teach ESL generally teach in an English speaking country. People who teach EFL generally teach in a non-English speaking country.
For example, a language company like, say, Berlitz which has offices all over the world--this is not an ad--offers both ESL and EFL courses. People studying English to survive in life take ESL courses. People studying for travel, fun, business, etc take EFL courses.
