my humble suggestions

It is a proposed date of loading (of goods). And here it means that the date of loading should NOT be within 7 days after they receive the purchase order, because they need sufficient time (here at least 7 days) to prepare the goods. Therefore thay say that the date of loading should not be earlier than in 7 days.
