Default Enclosures and carbon copies

At the bottom of a business letter, what comes first - Enclosures of CC (carbon copies)?

Also, if there are 12 people who will receive a carbon copy, how should that be listed?
Can you show me an example of how that should look.

cc XXXXX, YYYYYY, AAAAAA, BBBBBB

You list the recipients with a comma between each.

I would normally put "Enclosures" after the cc.
