Do I need a period/full stop in this sentence?
Our topic for today is about "Who are you?".

Yes - it indicates the end of the complete sentence, and it independent of the question mark in the quoted text.

Yes, you do need since a full stop should be put at the end of a compelet sentence.

The reason for the first example using two punctuation marks is that the first was a question mark. You would do the same if the quotation ended with an exclamation mark.
A quotation without one of these two marks does not need two punctuation marks. [The second topic is about "Going to the park".]
Your second sentence was not a quotation, but dialogue.

Me too, but then again I'm not used to UK punctuation. 
American punctuation:
He said, "Let's go to the park."
Our topic for today is Who are you?

My two cents:
full stop after quotation marks, not before.
He said, "let's go to the park".

Who are you? I agree. Also, I think the first sentence would be the same in both BE and AE.
