Default Sentence structure question...

"His fighting style is simply listed as Psycho Power. It is NOT Ler
Drit. That's from the Street Fighter Storytelling RPG D&Dish game by
Whitewolf. Boy, did they make up a lot of stuff for Street Fighter. Ler
Drit (In actuality, it's spelled Lerd Rit, not Ler Drit, I believe) is a
Thailandese fighting style used by riot cops that involves things like eye
gouging and other brutal things. It really is nothing like what Bison uses
and has nothing to do with psycho power."

Is the sentence in red a question sentence? If not, why is there not a question mark at the end of it? I don't think the writer put a full stop at the end of the sentence by mistake, because he is pretty careful with what and how he types, or so he says. If it's not a punctuation mistake, then what is the difference between;

Did they make up a lot of stuff for Street Fighter.

They made up a lot of stuff for Street Fighter.

Also, is the grammatical structure of the sentence "How did you like it?" (What is the difference between "How did you like it?" and "Did you like it?" BTW?) same as the sentence above? Thanks for your replies in advance.

It is a rhetorical sentence - requiring no answer. It would have been better with an exclamation mark at the end: "Boy, did they make up a lot of stuff for Street Fighter!"
