by the series of given examples you will notice that when WHAT is followed by IS, it's as if you are about to ASK A QUESTION. (READ IT ALOUD AND LISTEN TO YOURSELF SAY WITH CORRECT INTONATION). #2 is correct if you are just stating or saying sth.
