Which, then, is correct?

by the series of given examples you will notice that when WHAT is followed by IS, it's as if you are about to ASK A QUESTION. (READ IT ALOUD AND LISTEN TO YOURSELF SAY WITH CORRECT INTONATION). #2 is correct if you are just stating or saying sth.

But #1 is not a question so is incorrect, I think.

It could be a question if it were changed as follows:
It's not clear. What is the the optimum... ?

But I agree - as written, it is incorrect.
