Could it be a BrE/AmE difference?
I think of it as having the freedictionary's definition: As it relates to this aspect of things.

In this regard CALD says "in this regard" means "in this particular way" whereas thefreedictionary.com, that "in connection with this". These are quite different meanings, I think. Which is correct? Maybe both are? Is, then, anyone preferred?
