Situated at an elevation of 1,350m, the city of Kathmandu, which looks out on the sparkling Himalayas, enjoys a warm climate year-round that makes [living / to live] here pleasant.
The answer sheet says living is right.
Why not to live ?

Best regards! The answer sheet is right. After the verb "make" we can use the infinitive without to, but not here.
eg. Bad weather weather sometimes makes people stay at home.
