Testing is the process of the test.

Disclaimer: I am not a teacher.
My two cents:
Testing= is a gerund, which is a verb-form noun
Test= is a noun.
So when there is a noun in existence, one should not use the gerund as a noun instead. In your case, nuclear test therefore prevails over nuclear testing.
