They've used a religious metaphor that extends the idea of 'monastic-style'. The second sentence is not very clear, because 'cult or no cult' refers to UPS - which isn't mentioned elsewhere in that sentence. What I believe it means is "
Whether or not UPS behaves as if it were a cult, no one individual dominates.'
