My question is, does "a considerable proportion of lending" account to "a lending of considerable proportion"?

They are different. :)
X is a part of Y
1. A considerable portion of (belonging to, within, inside of) international lending
X is lent out to Z
2. A lending of (this much) a considerable portion to Z.
