Default "Once XXX takes effect" or "Once XXX has taken effect"

I’m not sure if I should use "has" here.

Thank you.

So, there's no rule for when to use the two usages?

One rule you can follow is to use the simplest language and the fewest words that can express your meaning.

The present perfect can be used to emphasise the completion of the action. However, in this case, you'd hope the emphasis would not be necessary.
