"Once XXX takes effect" or "Once XXX has taken effect"

I’m not sure if I should use "has" here.
Please tell me which is correct.

1. Once the anesthetic takes effect, the part will be surgically opened.

2. Once the anesthetic has taken effect, the part will be surgically opened.

Either can be used. They are equally understandable.

One rule you can follow is to use the simplest language and the fewest words that can express your meaning.

The present perfect can be used to emphasise the completion of the action. However, in this case, you'd hope the emphasis would not be necessary.
