Default unfriendly to nasty people

I came across an expression whose meaning I am not sure.


"I could be placed in a crowded cell with unfriendly to nasty people"

Does unfriendly to nasty people means many people who are unfriendly, very unfriendly, unpleasant, hostile, nasty etc?

Does unfriedly has the weakest meaning and Nasty the strogest?


Is this usage of "to" common in English?

Yes, it is common. Nasty has a stronger meaning than unfriendly, indeed. The usage of 'to' is common, as well.
