Default full of surprise?

Dear teachers,

I don't quite understand what 'full of surprise' means, what do they really mean when peopley say 'you are surely a girl full of surprise'? In what situation people usually say this? is it positive comments or negative, or means nothing?


I posted this question yesterday but can't find it today, so I post it again, sorry if you see duplicate messages.
