With 'would be', you think there is an existing possibility in the present that life is easier in the future or now.
With 'would have been', the possibility no longer exists or may have never existed.

Life would be much easier if people were more tolerant.- condition in theory possible to fulfill [ if clause type II]
Life would have been much easier if people had been more tolerant. -condition not possible to fulfill (too late) [if clause type III]
