Sorry Gary, this doesn't really make sense.
Things that are legal may not be fair. Things that are fair may not be legal. So you shouldn't link them.

Also, if it was for the the welfare (the, not a) of society, it sounds like it was fair... so in total, I'm not sure what you mean at all.

As I said before, being legal or illegal does not affect being fair or unfair. Do not say "It was unfair legally" or it was "fair from a legal perspective." Fair is not a legal term.
