Things that are legal may not be fair. Things that are fair may not be legal. So you shouldn't link them.
Also, if it was for the the welfare (the, not a) of society, it sounds like it was fair... so in total, I'm not sure what you mean at all.

Forget about that sentence.
Here is new one :
Suppose Mr. A is a poor boy and he cannot afford to buy a medicine to his mother who needs desperately medicine to cure her.
The boy would definitely steal the medicine from medical shop to cure her mother. So it is illegal.
So I would write a sentnce like this [As to legal, it is not fair but as to mankind it is fair] |

As I said before, being legal or illegal does not affect being fair or unfair. Do not say "It was unfair legally" or it was "fair from a legal perspective." Fair is not a legal term. |
