I applied the following meaning in my sentence :

come off (SUCCEED) phrasal verb INFORMAL
to happen as planned or to succeed:
(1) There was some sort of property deal that didn't come off.
(2) I tried telling a few jokes but they didn't come off (= no one laughed).

I mean, by the sentence, that, "Five years ago(2003) I thought that the price of the books will be reduced after five years (2007), but it doesn't happen now as I intended, actually, now, the price of the books remain the same".

If you want to use the past tense:

My attempt to flatter him came off and he is now my best friend.

The company's attempt to increase its customers by reducing its prices came off and it is now the biggest in the country.
