I got this from a song:
"I don't care who you are, what you did..."
From this I could say that "WHO" is the person itself. As what you said the identity or the "being" talked about like "ian"/blouen" While the "WHAT" is something the "WHO" has accomplished.
So God looks at you and not at what you have accomplished in your life.
I would like to see the 1st post's expression.
