They both are correct.
"too much" means an excess of something, and is usually followed by a noun. This pork has too much salt.
"much too" means 'a lot too' and is usually followed by an adjective. This pork is much too salty. (not just a little too salty)

Looking at the words individually, we have 'too(adverb) much(adjectiive) salt(noun)' and 'much(adverb) too(adverb) salty(adjective)'.
Note that in the first sentence "much" is an adjective and in the second sentence "much" is an adverb.
