Cool bottle-to-throttle

Hi,

Does the expression "bottle-to-throttle" mean the lapse of time between the moment a pilot drinks his last glass of alcohol and the instant he get onto the plane?

Is this term only used for fliers?

The full phrase suggests that a pilot shouldn't drink for eight hours before flying:
BOTTLE TO THROTTLE
