The best is yet to come- is expected to come; is about to come.
The best has yet to come-must come
"have/has to" is the equivalent for "must"

I would only say "The best is yet to come." (Probably)(Hopefully) it will come sometimes in the future. "about to come" means 'will come very soon', and "The best is yet to come." doesn't mean the best will come very soon.
