I believe you mean "stand still."
Nothing is moving, there is no progress.

"Standhill" has no meaning other than as a place name ("he lives at Standhill Farm"). However, "standstill" (spelled as one word) means "a complete stop" and is often used in expressions such as the one you quote---work is at a standstill, traffic is at a standstill, progress is at a standstill, diplomatic talks are at a standstill. Perhaps your source has a typographical error.
