It's urgent that she phone the police
It's urgent that she should phone the police ?

Disclaimer: I'm not a teacher.

When ajectives like "essential, crucial, important, imperative, urgent, necessary" are used to express urgency, the subjunctive mood in the dependent clause, which is attached to an independent clause, should be used. So,
It's urgent that she phones the police.
It's urgent that she phone the police.
It's urgent that she (should) phone the police.

I choose the second one:
My father suggests that my sister work in a bank.
The first one I would change to:
My father says that my sister should work in a bank.
In the third one your father seems to be guessing at where your sister works.
