When ajectives like "essential, crucial, important, imperative, urgent, necessary" are used to express urgency, the subjunctive mood in the dependent clause, which is attached to an independent clause, should be used. So,
It's urgent that she phones the police.

It's urgent that she phone the police.

It's urgent that she (should) phone the police.
