Write 36,751 million and 8 hundred.
The reason, 'milliom' and 'hundred' are adjectives. Adjectives do not take
plural -s. Also, there's a missing word, a noun, one speakers often leave out because it can be found in the context:
6 hundred dollars/people/books.
6 million dollars/people/books.
'dollars/people/books' are all nouns. It's those words that take the plural -s.
In short,
36,751 million dollars
8 hundred dollars

I'm not sure about 'specific', and even though it sounds fairly interesting--something to keep in mind, to me, it's a word's function which determines whether it takes plural -s or not:
Millions of people... ("Millions" functions as a noun. :D)
100 million people ('million' functions as an adjective. :D)
