What does this mean?

A question from an exam:

Complete the sentence below. Use the words given in ( ).
Jane is said ( have / difficulty / without / one it / to / any ).

I think the answer should be Jane is said to have one it without any difficulty., but I don't understand at all what this sentence means. Especially, the one it-part...It doesn't make any sense to me.
