Default sentence problem

I. He is nice boy.
II. That is nice boy.

Do I need "a" after "is" in both sentences? Pls.

I. I have not any DVDS.

Can I omit "any" in this sentence ? Pls.

This sentence is ok? No need "a" after "is"? why, pls.

Why cannot omit "any"? Pls.

"That is a nice boy" is grammatically possible, but "He is a nice boy" is much more likely.

Say:
I don't have any DVDs.
