what's the difference between "what's she look like?" and "what does she look like?" ?

For what I know...
"What's she" is plainly a contraction of "what does she"...
They are just one and the same expression.

Is it possible that you meant 'What's she like?' and 'What does she look like?'

I believe that the first one refers to her character, while the second one refers to her appearance.

I may be wrong....

... and the full, unabbreviated form allows you put a strong emphasis on the "does" - to add sarcasm and make a rhetorical question. So 'What's she look like?/'What does she look like?' is a simple question about someone's appearance; whereas 'What does she look like' isn't a question at all - it means 'I think she looks totally ridiculous'.
