Less than and over an amount

I would like to ask the meaning of expressions, "less than 50 years old" and "over 50 apples".
Does they include(or exclude) the base numbers?
i.e.
Inclusion:
In the case of "less than 50 years old": it includes 50, 49, 48, 47..."
In the case of "over 50 apples": it includes 50, 51, 52..."
Exclusion:
In the case of "less than 50 years old": it only includes 49, 48, 47..."
In the case of "over 50 apples": it only includes 51, 52..."

The reason for my raising such a question is that in Chinese we will include the base numbers in "less than 50 years old" and "over 50 apples", as opposed to the western counting method which excludes their base numbers.
