I think that 1) means that you file the protest with an authority, 2) means that you file a protest against something you donīt like, but whatīs the meaning of 3)? I have a sentence which says that "the distributor will make a protest on London authorities". Does it mean that he does not like their methods and the like or that he will file a protest with those authorities?
