Default Request for help from an english teacher

I have a paragraph from an Arkansas state code section that I am required to interpret. It is not vague or ambiguous to me, but I am told I am not a good student of the written English. If I gave you the section, is there anyone out there who could give me the rules for construction so that I can determine the meaning of the section based upon application of sound rules of English sentence construction, grammar and usage? Thank you.
