Default Problem with my ''rules and regulation''

Dear teachers, bellow are my board ''rules and regulation'' regarding banning laws. I need your helps to spot any grammar mistake I've done. I also appreciate if you can make some adjustment in order to make my rules and regulation sound more interesting.

If you find any members who offensive (in any ways) YOU, as a member here, has the right to run a vote that seek other members to vote for this trouble maker to be out from this forum for good.

Rules to vote out any members.

1) In order to prevent abuse of this feature, only Lord Members (>500 credits) and above are allow to initiate a vote, and case a vote.

- Please set a credit of 500 when you initiate a vote.

2) Voting period will run for two weeks. All votes will be close in exact two weeks. Any other votes that come in after 2 weeks will not be consider.

3) Minimum votes has to collect (in two weeks time) is 20 votes.

4) The vote is considered effective if more than 2/3 (from the total votes) of the members voted the trouble maker out.

5) Once the result is out after two weeks, notify Admin with the URL.

All decisions are final by Administrator.

I'll start (sorry- it's very late here and I'm exhausted)

If you find any members who offensive (in any ways) YOU, as a member here, has the right to run a vote that seek other members to vote for this trouble maker to be out from this forum for good.

I'd delete 'who'

If you find that any member is offensive (in any way), YOU, as a member here, have the right to call a vote that allows members to vote on the expulsion of the offensive member.

Once a trouble-maker is voted out, his/her ID will be banned and he/she will be unable to log in to any section. There will be no second chances, no delays, no arguments, and no appeals.

- Please set a credit of 500 when you initiate a vote. [I don't understand "set" a credit.]

2) The voting period will run for exactly two weeks. No votes that are cast after that period will be considered.

3) Expulsion of a member will require a 2/3 majority of the votes cast. A minimum of 20 votes will be required for expulsion of a member.

4) Once the result is out after two weeks, notify Admin with the URL.

All decisions are final by Administrator.
