Strange sentance

Would you please try to paraphrase the following sentence, because i`m not sure i understood it the right way:
"The air offensive has not gone well, and the public should not be denied on account of the reasons, beyond the foul weather that has limited the bombing runs"...
what is the meaning of the word "beyond" here?

The air offensive has not gone well, and the public should not be denied AN account of the reasons, beyond the foul weather that has limited the bombing runs

In this case, it would suggest that the only reason givenfor the failure of the offensive has been the weather.
