Hi,
could you please tell me what the highlighted sentence means:
Under the Geneva Conventin, once you´ve accepted the surrender of enemy forces, you are obligated to provide food, water and medical attention to the enemy forces and to take all suitable precautions to ensure their safety during evacuation. Here those provisions are dispensed with through a simple expedient.
Does it mean that these provisions are fulfilled in a simple way or through simple means?

Quite the contrary. It means that they are not complied with through some loophole.
