"the goals and objectives of the project have been met and signed off on by the stakeholders."
Could you please tell me that does signed off on mean here?

Sign off on something means to sign it so that it becomse operational- an order, for instance, needs a signature from someone in authority.

I agree with TDOL here, but often, this "sigining off" is metaphorical. It simply indicates aprroval, in many cases.
