It's a literal, and rather uncomfortable, translation of the Latin quod (or quem - depending on the context) vide, often abbreviated to "qv". It means "which the present work [this book/article/pamphlet...] deals with elsewhere". If the author's really helpful, it might say "qv on page X".

How about the initials (e.g) when the writer wants to give an example of the topic being discussed?
