Hi there!

"I'm going to the movies tonight."
"_____ me you're not! I'm coming with you!"

a. Without
b.Not without

The answer given as correct is b. Not without , and my question is why without is not appropriate?
Not without doesn't sound good to me and I can't explain the usage of not here.Is it only for emphasis??

Starting an imperative sentence with "not without..." is idiomatic. That's just the way we say it. I suppose we mean something like, "[You're] not [going] without me, (I repeat) you're not [going]."
