In what kind of situation can I use it?

Does it mean Sth or Sb makes me mad?

It does. You can use it in any context where slang is acceptable. I wouldn't use it in the classroom, but I would use it with friends. In British English, it's not really rude, just slangy.

In AE, "piss me off" is not the same as "drive me nuts". The first means "make me angry"; the second means "irritate" or "annoy".

In most instances, "piss me off" is considered vulgar and combative in AE. It is often used just before a fight. :wink:
