I have a query on apostrophes. If I make the sentence, the country leader into having both nouns plural would this change to "the countries leaders"?

If not, why not?

You normally say, the country's leader, referring to one leader of the country, or, the country's leaders, if there are some more of them.
It's only the countries' leaders in the plural.
