Well, basically, the same way you became fluent in your first language. You need to be around people who speak the language and you need to communicate with them so you can practise the language. Books, tapes, classes will get you to a certain point. After that point, you are going to have to start communication with a living being. Language is fluid. It's living. Books, tapes, and teachers (but not all) don't talk back.
