What's the name of a place where cars are allowed to u-turn ?

I tried to add a picture. If you can see it and if you mean that , called "roundabout"

Or maybe you mean the place where a residential "no through road" widens and has a circular kerb, to allow cars to turn. This is just called a "turning place".

I really meant a place where you have to choose a city to go to. Is that a
roundabout or a turning bay or simply a baloon?

Do you mean a junction on a motorway/road?
