I had never heard that phrase before. I looked it up on the internet and one site described public verbs as those that describe actions that could be seen in public. There are also private verbs that describe feelings, emotions, thoughts, etc., that cannot be seen in public. If that is the distinction, it is one we could live without, IMO.

It's a new term to me. I don't think I see much need for it.
PS- If one urinates in the street is that a private or a public verb? Does it change if one is in a forest?
