The year 2009 will be the gambler's last throw. He will try to wreck the talks consistently with the BJP's incompetent and insincere policy. " What is "gambler's last throw" in the above?

It refers to an "all or nothing" ploy. You have been winning some and losing some all night long. Before you leave you bet everything you have on one more game (roll, throw, hand, etc.) so you go home a big winner or a complete loser.

In the passage, Advani's politics is likened to gambling. Desperate (like a gambler who has risked and lost), he has only one last chance (by wrecking the talks) like a gambler having a last throw of the dice.
