Suppose there is a festival in New York. It is 7th anniversary. It is culture and art festival. It is international. So how can I build an advert:
1. 7th New York International Culture and Art Festival or
2. 7th International Culture and Art New York Festival or something different.

I'd use your first choice if the actual name of the festival is "New York International Festival" and it is the 7th time that the festival takes place.

If the name is simply "International Culture and Arts Festival" I'd write:
New York's 7th International Culture and Arts Festival or
7th International Culture and Arts Festival in New York

riverkid I would like to know how it change the meaning if NY a place or the name of festival.
