The 20th day of September, 2007 [only used in legal documents]

In business use, 20th September 2007 OR September 20th, 2007 would both be acceptable.
The short form is often to be found: 20/09/2007 OR 09/20/2007
An article [the/a/an] is not required.

Because.
There cannot be an answer to why - it's just the way in which most businesses write the date in formal letter.
If he wants to write it another way, that's his decision.
