hi,
"War needs required aditional labour"
why need and require used here together as both's meaning sounds same?
Can anyone help?

"Needs" here is a noun and means "requirements" or "necessities". "Required" is a verb and means "demanded". The meaning of the sentence is: "What requirements demanded extra work."
