Which preposition is used for the following and why?

1) The theater is on/at 38 Darling Street.

2) Deliver the pizza at/on 38 Darling Street.

(you are referring to a specific address)

The theater is on Darling Street.
(you are referring to a general area)

2) Deliver the pizza to 38 Darling Street.
(Neither "at" nor "on" are correct. Since there is movement is involved
you must use a Preposition of Movement)

Additionally,

1a) The theater is located on Darling Street.
1b) The theater is at this location, 38 Darling Street.

The preposition at refers to a specific point in space, in this context.

2) Deliver the pizza to 38 Darling Street.
The preposition to indicates "in a direction" or "towards" and it functions as a preposition of place in this sentence.
