A cad is a man who is sexually aggressive and not a nice person. So a cad about town is a sleazy playboy who is well known in the social circles of the town/city/area. The opposite is A man about town. He is similar except he is desired by most women. He is handsome, fun to be with, a good guy and sexually desirable.

Sorry, sometimes "a" junior member is better than "a" moderator. Naamplao, I agree with you. In this case "cad" is "a" noun and no "a" phrasal verb "gad about". It is most likely that the honorable BobK is a presumptive heir of Gad (a son of Zipah) - a convincing reason to try to persuade us that there was a typo.
Cad about town Peter Cook, who’s been seen in the company of a prominent realtor close to his own age at major events, is up to his old tricks chasing much younger women on the club scene till the wee hours. I guess its true, leopards can’t change their spots.
I will take courage to convey an opinion.
No one, even "a" moderator have a right to change the meaning of a written sentence. To correct - yes. But to change, and by them wrong - no. A student could make a mistake, he can make a lot mistakes. But a teacher - shouldn't.

Snarky remarks not withstanding, it is a pun on the noun phrase gad about, which every literate native English speaker knows is someone who flits from one activity to another in a self-pleasing manner. gad about - Definitions from Dictionary.com Obviously, a cad about is a gad about whose activity of choice is seducing women.
