Default Speech to theVirginia convention

Is this a metaphor??? They are sent over to bind and rivet upon us those chains which the British ministry have been so long forging.

Unless you think they were literally fastening chains on them, and that the British ministry became metal smiths instead of politicians, it's a metaphor.
