Can I say his hair is short, black and it looks like waves.

also when I say he is very active as ------- (what can I say?)

I think it's better to say:1.He has got short, wavy,black hair. 2. His hair is short, black and wavy.

He is as active as ......

Your sentence is grammatically correct but very awkward to say.

He has short black hair that looks like waves on the ocean.

For your other sentence you might try a sentence like

The little boy was as active as a monkey.
