If you are meaning that he as a person is extravagant in character and behaviour, you can say "He's a little rich" - it is a colloquial use.
If you want to talk about his financial status, it is not a suitable adjective to describe a level of wealth. More usual collocations would be: fairly rich; quite rich; relatively rich.
